We recommend utilizing pickled and oiled (P&O) hot-rolled steel to solve this problem. The P&O process removes the flaky mill scale with an acid bath and coats the surface with a thin layer of oil to prevent rusting. This yields a clean surface that accepts paint, powder coating, and other surface treatments more easily.
